    Britain's Defence Secretary Load Carrington left London for Malta today (Thursday) at about the same time NATO sailors were hauling down their flags from NATO's Mediterranean headquarters on the island.

    Lord Carrington, leading a 12-strong delegation, was scheduled to meet Malta's Prime Minister, Mr Dom Mintoff, on Friday morning. The meeting is reported to be a preliminary one to explore a base for negotiations on a British offer that responds to malta's demand for a very much higher rent for military facilities on the island. The offer, agreed with Britain' NATO allies, provides for 8,500,000 sterling (22,400,000 dollars) a year in cash and development aid.
