    Background: The Commander-in-Chief of Allied Forces in Northern Europe, Lt.Gen. Sir Cecil Sugden, said farewell to his colleagues at SHAPE headquarters in Paris on Tuesday June 10th. The General has been at his last appointment since 1956. During the second world war he served in North Africa and gained the American Legion of Merit award. For the period 1945-46 he was Director of Military Operations at the War Office; his next appointment was as Chief of Staff of British troops in Egypt. He left this position in 1949 and returned to the War Office as Director of Personnel Administration.

    From the War Office he went to the continent, in 1951, and served two years as Chief of Staff of the British Army of the Rhine. He afterwards transferred to Hong Kong, as Commander of the British Forces there, returning to Europe in 1955 to take up his last appointment.

    There was a brief ceremony on the front steps of the SHAPE H.Q. on Tuesday, when Gen.Norstad--Head of SHAPE--thanked LT.Gen.Sugdan for his services and presented him with a scroll.

    His successor will be General Murray, who will assume office in July, with headquarters in Oslo.
