HE CONTRASTED THIS WITH THE SITUATION IN RHODESIA, WHICH HE CLAIMED HAD BEEN "VIRTUALLY INDEPENDENT" BEFORE IT DECLARED ITS INDEPENDENCE IN NOVEMBER 1965.

    SOME 800 DELEGATES ATTENDED THE CONGRESS, WHICH ENDED YESTERDAY (SATURDAY). OBSERVERS SAY THE CONGRESS WAS MARKED BY A STRONG THEME OF RIGHT-WING RADICALISM, IN SPITE OF THE DEFEAT OF SEVERAL RESOLUTIONS TO MAKE RHODESIA MORE LIKE SOUTH AFRICA. MR. SMITH TOLD THE DELEGATES....
