    Background: United States Secretary of State, Christian Herter, arrived at Orly airport, Paris, May 13, to be received by American Ambassador Houghton.

    First of the western Foreign Ministers to reach paris for the Summit conference, Mr. Herter spent the day quietly in consultation with his advisers. The following morning he saw his French counterpart, M. Couve de Murville, before a western Foreign Ministers' meeting in the afternoon, for which Mr. Selwyn Lloyd and Herr von Brentano arrived during the day.

    A last-minute change of programme was arranged to avoid the simultaneous arrival at Orly of Soviet Premier Khrushchev and West German Chancellor Dr. Adenauer, fixed earlier for 11:45 am on May 14. Dr. Adenauer decided to delay his arrival by a few hours, without missing his appointment with General de Gaulle in the afternoon. The Chancellor will leave Paris, May 15, soon after the four-Power western meeting between himself, President de Gaulle, President Eisenhower and Mr. Macmillan.
