SIMULTANEOUS ANNOUNCEMENTS OF A GRECO-TURKISH AGREEMENT OVER CYPRUS WERE EXPECTED LATER TODAY IN ATHENS AND AKARA, ACCORDING TO REPORTS FROM THE TURKISH CAPITAL.

    PRESIDENT JOHNSON'S PERSONAL ENVOY, MR. CYRUS VANCE, IS THOUGHT TO HAVE PLAYED THE KEY ROLE IN THE NEGOTIATIONS. TODAY, AFTER A FINAL ROUND OF TALKS WITH GREEK FOREIGN MINISTER PANAYOTIS PIPINELIS HE SAID: "I AM VERY HOPEFUL THAT PEACE WILL BE PRESERVED."
    50 YEAR-OLD MR. VANCE FLEW FROM ATHENS TO NICOSIA TO EXPLAIN THE PEACE PROPOSALS TO PRESIDENT MAKARIOUS. TURKISH JETS SCREAMED OVERHEAD AS THE AMERICAN ENVOY AND THE PRESIDENT BEGAN THEIR FIRST 70 MINUTE MEETING. AFTER THE MEETING THE PRESIDENT SMILED BROADLY TO NEWSMEN WHEN THE TWO MEN EMERGED.

    THEN MR. VANCE DROVE TO THE RESIDENCE OF THE TURKISH-CYPRIOT VICE-PRESIDENT, DR. FAZIL KUTCHUK. THE TURKISH- CYPRIOT LEADER WAS MET BY MR. VANCE ON THE STEPS. THEY HAD A 30 MINUTE MEETING, LATE DESCRIBED BY MR. VANCE AS A COURTESY CALL.

    AFTERWARDS MR. VANCE DROVE BACK THROUGH THE BARRICADED STREETS TO THE UNITED STATES EMBASSY TO AWAIT THE OUTCOME OF A CABINET MEETING CALLED BY PRESIDENT MAKARIOUS. GENERAL MORONIS, THE COMMANDER OF GREEK AND GREEK-CYPRIOT FORCES ON THE ISLAND REPLACING GENERAL GRIVAS, ATTENDED THIS MEETING.

    MR. VANCE THEN RETURNED TO THE PRESIDENTIAL PALACE FOR TALKS WHICH LASTED UNTIL THREE IN THE MORNING. IT IS BELIEVED THAT THEY WERE DISCUSSING THE FINAL WORDING OF AN AGREEMENT TO SET THE SEAL ON AGREED PROPOSALS.
