    AN OLD ARGUMENT BETWEEN BRITAIN AND WEST GERMANY IS BACK IN THE NEWS. THE PROBLEM IS HOW MUCH THE BONN GOVERNMENT SHOULD CONTRIBUTE IN FINANCIAL AID TO OFF-SET BRITAIN'S COST IN MAINTAINING HER TROOPS STATIONED IN WEST GERMANY.

    IN BONN TODAY (WEDNESDAY), TOUGH NEGOTIATIONS BEGAN TO REACH A NEW COSTS AGREEMENT. BRITAIN IS BEING REPRESENTED IN THE TWO-DAY TALKS BY MR. JOHN BOYD-CARPENTER CHIEF SECRETARY TO THE TREASURY, AND WEST GERMANY BY ITS FINANCE MINISTER, HERR ROLF DAHLGRUEN.

    WEST GERMANY IS ALREADY COMMITTED, IN PRINCIPLE, TO BEARING SOME OF THE FOREIGN EXCHANGE COSTS, BUT IS NOT PREPARED TO SHOULDER AS MUCH AS BRITAIN WANTS HER TO.

    UNDER THE RECENTLY-EXPIRED COST PACT, THE WEST GERMANS CONTRIBUTE BOUT TWO-THIRDS OF THE FOREIGN EXCHANGE COSTS BY BUYING BRITISH MILITARY AND CIVILIAN EQUIPMENT AND ON DEVELOPMENT AID TO COUNTRIES OF THE BRITISH COMMONWEALTH.

    BRITAIN SAYS THAT MAINTENANCE COSTS HAVE RISEN SINCE, AND, THEREFORE, WANTS A BIGGER WEST GERMAN CONTRIBUTION. BUT WEST GERMANY WANTS A LOWER FIGURE.
