    At the United Nations Educational, Science and Cultural Organisation (UNESCO) conference in Nairobi, western states on Friday (5 November) made a concerted effort to block a Soviet-inspired draft declaration which they and the Organisation's Director-General interpret as supporting Government control of the news media.

    SYNOPSIS: The day before, celebrations had taken place in Nairobi marking the Anniversary, watched by officials and delegates. Prominent among them was President James Mancham, of the Seychelles and on his right, Kenya's Minister for education, Mr. Taaitta Toweett, who is President of the Conference. Delegates form many parts of the world watched the tribal dancers and drummers. The ceremonies were planned to go on much longer but were foreshortened due to heavy rain.

    At the conference, delegates were to be addressed by President Mancham. He praised Kenya and its leader, Jomo Kenyatta, and said the wisdom of President Kenyatta and his Government was needed in respect to solving some of the outstanding problems of Africa. Mr. Mancham was referring to Rhodesia, and had this to say should majority rule be granted.
