    AT THE TALKS WERE THE PRIME MINISTERS AND FOREIGN MINISTERS OF BOTH COUNTRIES, AND THEY INITIALLED THE AGREEMENT AT THE BELGIAN FOREIGN MINISTRY. POINTS STILL OUTSTANDING FROM THE TALKS WILL BE REPORTEDLY DISCUSSED IN LEOPOLDVILLE LATER.

    GENERAL LEONARD MULAMBA, THE CONGOLESE PRIME MINISTER, SAID THE NEGOTIATIONS WERE NOT EASY BUT HAD WORKED WELL. PRIME MINISTER PAUL VANDEN BOEYNANTS OF BELGIUM SAID EACH SIDE FELT SATISFIED. HE ADDED HIS COUNTRY ATTACHED THE GREATEST IMPORTANCE TO MAINTAINING AND REINFORCING GOOD RELATIONS WITH THE CONGO.

    THE TALKS INCLUDED THE FUTURE OF THE UNION MINIERE COMPANY WITH ITS GIANT COPPER MINES IN KATANGA. FINANCED BY BELGIAN AND BRITISH CAPITAL, THE COMPANY LAST YEAR CONTRIBUTED THE EQUIVALENT OF GBP31 MILLION TO THE CONGOLESE STATE BUDGET.
