    AFTER TWO MORE DAYS OF INCONCLUSIVE TALKS ON A COMMON AGRICULTURAL POLICY, THE MINISTERS OF THE SIX COMMON MARKET COUNTRIES AGREED IN BRUSSELS DECEMBER 30 TO CONTINUE THE TALKS ON JANUARY 4 AND THEN TO SIT CONTINUOUSLY UNTIL FINAL AGREEMENT IS REACHED. ONLY THEN WILL THEY BE ABLE TO MOVE TO THE SECOND STAGE OF ECONOMIC INTEGRATION OF THE COMMON MARKET.

    ACCORDING TO DR. ERHARD, THE WEST GERMAN MINISTER OF ECONOMICS, WHO PRESIDED AT THE WEEKEND MEETINGS, A FAVOURABLE DECISION WILL BE REACHED ON THE TRANSITION TO THE SECOND STAGE. SEVERAL DELEGATES HAVE INDICATED THAT THE LACK OF REAL POLITICAL POWER OF THE COUNCIL HAS STOOD IN THE WAY OF A FINAL DECISION. THESE SPOKESMEN ADDED THAT THE DELEGATIONS HAD BEEN PUT IN POSSESSION OF THE MANSHOLT PLAN FOR COMMON AGRICULTURAL POLICIES ON JUNE 1, 1960, AND THAT THIS HAD LEFT AMPLE TIME TO SMOOTH OUT TECHNICAL DETAILS.

    MINISTERS WERE SAID TO HAVE AGREED ON TWO OUTSTANDING ISSUES - EQUAL PAY FOR WOMEN AND AN ANTI-TRUST POLICY. EQUAL PAY WILL BE ENFORCED BY DECEMBER 31, 1964. THIS WILL INCREASE THE WAGE BILLS OF SOME MEMBER COUNTRIES, THOUGH NOT FOR FRANCE, WHERE WOMEN, IN PRINCIPLE, RECEIVE EQUAL PAY.
