    Background: The period of strained relations between Chad and Libya is over. His Excellency Thrahim Mahamat El Bichary, the new Libyan Ambassador, resented his credentials last week, soon after Chad broke off relations with Israel.

    Chad expelled the Libyan Charge D'Affaires last August amid accusation of Libyan aid to rebels, following an abortive coup in Fort Lamy. But now the countries are on friendly terms again, and there is talk among observers of a possible three-country bloc, with the Sudan emerging. Chad a one of the world's poorest nations, but has a geographical imperious, being at the "crossroads" of Africa.

    Libya and Chad have formally established diplomatic relations. The new Libyan Ambassador presented his credentials in a ceremony last week .

    President Francois Tombalbaye received his credentials, and then made a welcoming speech.

    The President acknowledged that their relations had known difficulties in the past. But the differences had been overcome and were now in the past. Chad would now do all it could to safeguard that friendship and brotherhood of their two peoples. It was those sentiments, he said, that had led the Chad government to break off its relations with Israel, and he asked the ambassador to tell his government the decision was irrevocable and irreversible.

    Relations between Chad and Libya were strained until recently following accusations that Libyan agents were behind an abortive coup last year.
