VY: (FRENCH) "Dear friends, confronted by the offensives and general uprising of the People's Liberation Forces of South Vietnam at the 17th parallel (indistinct) - the evil policy of the Nixon administration is running into bankruptcy. Instead of drawing the lesson from it and giving up this mistaken policy, doomed to defeat, the Nixon administration has continued to try to revive it by intensification of the war."
VY: (ENGLISH) " The delegation of the Government of the Democratic Republic of Vietnam energetically condemns the U.S. extremely serious acts of intensification of the war against the Democratic Republic of Vietnam and categorically rejects the Nixon Administration's arrogant allegations that evidence its obstinacy and belligerence. The delegation of the Government of the Democratic Republic of Vietnam strongly demands that the United States Government put an immediate and to all bombardment against the Democratic Republic of Vietnam and to all encroachments on its sovereignty and security, resume the Paris conference as usual, negotiate seriously and give a positive response to the seven-term solution of the Provisional Revolutionary Government of the Republic of South Vietnam, the two crucial terms of which have been further clarified."

Background: In Paris, a spokesman for to North Vietnamese delegation to the Paris peace talks has demanded an end to United States air strikes and a resumption of the suspended conference.
Mr. Nguyen Ming Vy, Hanoi's acting negotiator and deputy to Mr. Xuan Thuy, issued a demand that the talks should be resumed on Thursday the normal day for the weekly meetings. He also called for an end to the bombings, but did not make this a condition for a resumption of efforts to find a solution to the conflict.
