    U THANT, THE UNITED NATIONS SECRETARY-GENERAL, HAS APPEALED TO THE PEOPLES OF AFRICA FOR "RESTRAINT AND UNDERSTANDING" IN DEALING WITH RACIAL DISCRIMINATION WHICH HE SAID EXISTED IN ITS MOST VIRULENT FORM IN "ONE PART OF AFRICA".

    HE WAS SPEAKING ON TUESDAY IN THE ALGERIAN HOUSE OF ASSEMBLY BEFORE ALGERIAN PRESIDENT BEN BELLA AND A GATHERING OF ALL THE GOVERNMENT MINISTERS.

    THE SECRETARY-GENERAL, WHO IS ON A TOUR OF AFRICA, ADDED THAT "THE DISEASE MUST BE TREATED AS A MOST DANGEROUS FORM OF SICKNESS RATHER THAN AS A REASON FOR RETALIATION AND VIOLENCE -- THAT IS WITH RESTRAINT AND WITH THE GREATEST CARE AND WITH THE FIRM BELIEF THAT RACISTS ARE HUMAN BEINGS, ALBEIT MENTALLY ILL...."
    U THANT SAID THE AILMENT MUST BE DIAGNOSED AND CURED "OTHERWISE HATE WILL BREED HATE AND VIOLENCE WILL BREED VIOLENCE IN A DISASTROUS AND VICIOUS CIRCLE."
    U THANT SAID THERE WAS A CLEAR PROSPECT THAT RACIAL CONFLICT, IF WE COULD NOT CURB AND FINALLY ELIMINATE IT, "WOULD GROW INTO A DESTRUCTIVE MONSTER COMPARED TO WHICH THE RELIGIOUS AND IDEOLOGICAL CONFLICTS OF THE PAST AND PRESENT WOULD SEEM LIKE SMALL FAMILY QUARRELS."
    U THANT SAID THE RACE PROBLEM WAS ATTRIBUTABLE MAINLY TO THE PREJUDICES, ATTITUDES AND MISTAKEN IDEAS OF NON-AFRICANS. HE SAID, "LET NO ONE IN AFRICA OR ELSEWHERE HARBOUR FOR A MOMENT ANY ILLUSION THAT ANY PRACTICE OF RACIAL DISCRIMINATION HAS ANY FUTURE ANYWHERE ON THIS CONTINENT OR CAN LONG SURVIVE HERE."
