Background: One thousand people including many internationally-known film stars, gathered in the Kremlin Palace of Congresses on Thursday (10 July) for the Ninth International Moscow Film Festival. One hundred countries are taking part in the festival, although this year the United States has declined to enter any of the three categories. The American Motion Picture Association gave financial grounds for its decision.

Films are judges in three categories: feature films, short films and children's films. All the world's major film producing countries are represented, except the United States -- which has sent ??? son short documentary films for unofficial showing -- in addition to countries with less-developed film industries such as Mauritius and the Philippines. They are taking part for the first time.

The festival was opened by Mr. Phillip Yermash, Chairman of the State Committee of the U.S.S.R. Council of Ministers for Cinematography. Among the many actors and actresses on the stage as he gave the opening speech was Italy's Gina Lollobrigida.

In recent years there has been some criticism of the festival by western film delegations who charged that Soviet and East European films of little artistic merit have won prizes because of their ideological content.

SYNOPSIS: One thousand film industry representatives gathered in the Kremlin Place of Congresses on Thursday for the Ninth International Moscow Film Festival. They came from all over the world....from the giant Soviet Union to tiny Mauritius.

Films will be judged in three categories by international panels of judges.

The United States did not enter a film this year. The American Motion Picture Association gave financial reasons. But it did offer several documentaries for unofficial viewing. In the past, some western film delegations have criticised the festival...charging that Soviet and Eastern European films often win because of their ideological content rather than their artistic merit.

Soviet Communist Leader Leonid Brezhnev sent a message saying the event was timely because there was a relaxation of international tensions.
