    An envoy from King Hussein of Jordan flew to Kuwait on Tuesday (21 March) for a meeting with the Amir, Shaikh Subah As-Salem As-Sabah.

    The envoy was Mr. Abdul Mun'em Al-Rifa'i, and during the meeting he handed the Shaikh a message from King Hussein.

    The visit to Kuwait of the Jordanian envoy coincides with contacts Jordan is making throughout the Arab world to explain King Hussein's controversial plan for a new federation of the East and West banks of the River Jordan. In the last few days many Arab countries have received visits from Jordanian envoys, including Egypt, Sudan, Libya, Tunisia, Algeria and Morocco.

    SYNOPSIS: The Amir of Kuwait on Tuesday received an envoy from King Hussein of Jordan. He's Mr. Abdul Mun'em Al-Rifa'i who carried with him a message from the Jordanian ruler. The contents of the message and the substance of the talks between the amir and the Jordanian envoy have not been released. However, this occasion coincided with efforts being made by the Jordan Government to explain to the Arab World the controversial Federation plan announced by King Hussein earlier this month.

    Other Jordanian envoys have been travelling widely in the Arab World -- carrying with them details of King Hussein's Proposal for a Federated kingdom embracing two semi-autonomous states, one on each side of the River Jordan. While Mr. Al-Rifa'i was speaking to the Amir of Kuwait, a senior colleague was setting off from Jordan on a visit to Egypt, Sudan, Libya, Tunisia, Algeria and Morocco.
