    Background: INTRODUCTION: A new conflict has arisen in Bolivia in the wake of the successful coup against President Garcia Meza. Generals leading the uprising in different parts of the country had reached an agreement last week allowing a three-man junta to remain in power for the time being. But a general leading rebel forces near Santa Cruz said on Monday (10 August) the military junta in the capital, La Paz, had breached the agreement.

    SYNOPSIS: The rebels near Santa Cruz want a new President chosen by the armed forces, to be installed as soon as possible. Their leader, General Lucio Anez Rivero thought this was part of the agreement. But Junta member General Waldo Bernal said last weekend a president could not be elected immediately.

    In this statement on behalf of the Junta, he said certain institutional reforms were needed first. He also said he could not say how long the junta would hold power. He said consultations on any hand-over to a new president would take place when the conditions were right.

    He wind on to say consultations would take place at some stage with all the armed forces to seek a lasting solution to the political troubles. And he said there would also be a clamp-down on the large-scale drug trafficking throughout Bolivia. The theme of his statement was unity within Bolivia, which could be achieved through a period of stability.
