Background: MRS. SHIRLEY TEMPLE BLACK -- THE FORMER HOLLYWOOD CHILD STAR --SUFFERED AN OVERWHELMING DEFEAT LAST NIGHT (TUESDAY) IN HER BID TO CAPTURE A SEAT IN THEN UNITED STATES CONGRESS. MRS. BLACK CAST HER VOTE YESTERDAY NEAR HER HOME IN SAN MATEO, CALIFORNIA.

BEFORE THE ELECTION MRS. BLACK HAS BEEN CONSIDERED FRONT-RUNNER OF THE FIVE REPUBLICAN AND SIX DEMOCRATIC CANDIDATES IN THE ELECTION. BUT IN A SURPRISE RESULT, LIBERAL FELLOW-REPUBLICAN PAUL MCCLOSKEY HEADED THE BALLOT. SINCE HE POLLED LESS THAN 50 PER CENT OF THE VOTE HE WILL HAVE TO TAKE PART IN A RUN-OFF BALLOT AGAINST BEST-PLACED DEMOCRAT ROY ARCHIBALD ON DECEMBER 12.

MRS. BLACK HAD CAMPAIGNED ON A CONSERVATIVE PLATFORM. SHE WAS HAWKISH ON VIETNAM, AND WANTED TO SEE A DRIVE AGAINST PORNOGRAPHY, DRUGS AND CRIME AT HOME.

IF SHE HAD SUCCEEDED IN HER BID SHE WOULD HAVE BECOME THE THIRD SHOW-BUSINESS REPUBLICAN TO WIN HIGH ELECTIVE OFFICE IN CALIFORNIA. SENATOR GEORGE MURPHY AND GOVERNOR REAGAN ARE BOTH FORMER ACTORS.

MRS. BLACK POLLED SOME 18,000 VOTES LESS THAN MCCLOSKEY'S 51,000.
