    SENATOR HUMPHREY SAYING NIXON' VETO WAS ONE OF THE MOST CAUEL AND REGRETTABLE VETOS ANY PRESIDENT HAS GIVEN TO CONGRESS AND TO THE AMERICAN PEOPLE. HE SAID HE WAS OPPOSED TO THE CAMBODIA BOMBING WHICH HE CALLED INEFFECTIVE AND ILLEGAL. HE SAID THE PRESIDENT IS NOT SUPPOSED TO BE A DICTATOR AND THAT GOOD GOVERNMENT ALWAYS REQUIRED, IN HIS OPINION, A PARTNERSHIP BETWEEN THE EXECUTIVE AND LEGISLATURE.

THE HOUSE DID THIS BY VOTING AGAIN ON THE LEGISLATION BUT NOT COMING UP WITH THE NEEDED TWO THIRDS VOTING TO OVERRIDE THE VETO. SENATE MIKE MANSFIELD SAID NEW EFFORTS WOULD BE MADE TO PUSH THROUGH SUCH A BAN ON SPENDING FOR BOMBING.
