    IT'S HOPED THAT STEPS TAKEN IN BONN TODAY (TUESDAY) WILL LEAD TO THE RESUMPTION OF ARAB-WEST GERMAN RELATIONS, RUPTURED SINCE 1965. GENERAL ABDEL KHALIK HASSOUNA, SECRETARY GENERAL OF THE ARAB LEAGUE, FLEW INTO BONN THIS AFTERNOON FOR TALKS WITH GOVERNMENT LEADERS.

    TEN MEMBERS OF THE ARAB LEAGUE SEVERED DIPLOMATIC TIES WITH WEST GERMAN IN 1965 WHEN BONN RECOGNISED THE STATE OF ISRAEL. ONLY JORDAN HAS SINCE RESUMED FORMAL TALKS.

    GENERAL HASSOUNA IS EXPECTED TO PUT FORWARD THE ARAB STATES' CONDITIONS FOR RE-ESTABLISHING RELATIONS WHEN HE MEETS THE WET GERMAN FOREIGN MINISTER HERR WILLY BRANDT TOMORROW. THESE CONDITIONS COULD INCLUDE A DEMAND FOR WEST GERMAN AID TO THE LEAGUE, AND THE RENUNCIATION OF MILITARY AID TO ISRAEL. HOWEVER, NO FINAL DECISION IS LIKELY TO COME FROM GENERAL HASSOUNA'S VISIT, SINCE THE RESUMPTION OF RELATIONS WILL DEPEND LARGELY ON NEGOTIATIONS BETWEEN BONN AND INDIVIDUAL ARAB GOVERNMENTS.

    OFFICIAL SOURCES STRESSED THAT THE BONN GOVERNMENT WOULD UNDERLINE ITS POLICY OF NON-INTERFERENCE IN MIDDLE EASTERN AFFAIRS, AND THAT BONN'S RELATIONS WITH ISRAEL WOULD NOT BE AFFECTED BY THE RESUMPTION OF DIPLOMATIC RELATIONS WITH THE ARAB STATES.
