    Background: Released personnel on special amnesty, Chang Hai-shang, Yang Nan-tsun and Chao Yi-hsueh, arrived in Shumchum from Hongkong on Sept. 2 following strictures and obstructions by the Chiang clique which balked their wish to go to Taiwan Province to join their families.

    Chang Hai-shang, Yang Nan-tsun, and Chao Yi-hsueh made their request to go to Taiwan Province to join their families in March, which was approved by the People's Government. They arrived in Hongkong on April 16 together with 7 other released personnel where their request to proceed to Taiwan province was immediately referred to the Chiang clique. The Chiang clique, however, was scared stiff. By fabricating rumours and resorting to all sorts of despicable tactics in the 140 days that followed, it tried to stall and thwart the request of the released personnel, going as far as to summon special agents to persecute them which resulted in the death of Chang Tieh-shih. But the just request of Chang Hai-shang, Yang Nan-tsun and Chao Yi-hsueh has won the sympathy and support of the entire Chinese people, including their compatriots on Taiwan Province, Chinese compatriots Hongkong and Maccao, patriotic overseas Chinese and the sympathy and support of world concenaus.

    Upon their arrival in Shumchum, Chang Hai-shang, Yang Nan-tsun and chao Yi-hsueh were greeted by leading members of the United Front Work Department of the CPC Kwangtung Provincial committee and the Kwangchow City committee.

    Infuriated by the repeated procrastination and deceptive tactics of the Chiang clique, Chang Hai-shang, Yang Nan-tsun and Chao Yi-hsueh declared that they were unable to join their families and relatives in Taiwan solely because of unreasonable obstruction.

    On the evening of Sept. 3 Chang Hai-shang, Yang Nan-tsun and Chao Yi-hsueh arrived in Peking. They were met at the airport by Li Chin-teh and other leading members of the United Front Nork Department of the Central Committee of the Chinese Communist Party. Also on hand we patriotic personages Hou Ching-ju, Cheng Tung-kuo, Tu Yu-ming, Sung Hsi-lien, Huang Wei, Wen Chiang as well as friends and relatives of Chang Hai-shang Yang Nan-tsun and Chao Yi-hsueh.

    Arrangements are being made to provide suitable work for Chang Hai-shang, Yang Nan-tsun and Chao Yi-hsueh and also for their adequate livelihood. Should circumstances permit in future, they may still go to Taiwan province to join their families.
