    IN SOUTHERN RHODESIA, SOLDIERS HAVE BEEN CARRYING OUT EXTENSIVE EXERCISES IN THE CHIPINGA HIGHLANDS TO BE READY FOR ANY POSSIBLE OUTBREAKS OF TERRORISM. THERE HAS BEEN SOME UNREST EVIDENT IN THE COUNTRY SINCE THE PRIME MINISTER, MR. IAN SMITH, ANNOUNCED HIS INTENTION OF UNILATERALLY DECLARING RHODESIA'S INDEPENDENCE IF CURRENT NEGOTIATIONS WITH THE BRITISH GOVERNMENT BREAK DOWN. MR. SMITH'S ANNOUNCEMENT HAS ALSO MET WITH OPPOSITION FROM LEADERS OF MANY AFRICAN COUNTRIES. PRESIDENT KUANDA, OF ADJOINING ZAMBIA, HAS WARNED HIS FELLOW COUNTRYMEN TO 'TIGHTEN THEIR BELTS' BECAUSE THE TIME FOR 'ECONOMIC WAR WITH RHODESIA IS AT HAND'.

    A NUMBER OF COMMONWEALTH GOVERNMENTS HAVE ALSO EXPRESSED CONCERN AT THE SITUATION IN RHODESIA. CANADA SAID IT WOULD NOT ACCEPT ANY UNILATERAL DECLARATION OF INDEPENDENCE BY RHODESIA. THE BRITISH GOVERNMENT HAS SAID THAT A UNILATERAL DECLARATION OF INDEPENDENCE WOULD HAVE 'INEVITABLE CONSEQUENCES' INCLUDING EMBARGO ON TRADE WITH RHODESIA.

    RHODESIA HAS CONSIDERABLE MILITARY STRENGTH AT ITS DISPOSAL INCLUDING CANBERRA BOMBER SQUADRON, BASED AT SALISBURY, A HUNTER FIGHTER SQUADRON, BASED AT GWELO, HELICOPTERS AND A PARACHUTE SQUADRON, AND AN ARMY, INCLUDING TERRITORIALS (PART-TIME SOLDIERS), OF SEVEN THOUSAND MEN.

    THE CHIPINGA HIGHLANDS, IN THE SOUTH-EASTERN CORNER OF RHODESIA PROVIDE IDEAL COUNTRY FOR EXERCISING IN RUGGED JUNGLE TERRAIN. THE TROOPS ARE EQUIPPED WITH UP-TO-DATE WEAPONS AND RECEIVE INSTRUCTIONS ON THE LATEST DEVELOPMENTS IN ANTI-TERRORIST WARFARE.

    IN THE UNITED NATIONS ON 6 MAY, BY SEVEN VOTES TO NONE, THE SECURITY COUNCIL ADOPTED AN AFRO-ASIAN RESOLUTION ON RHODESIA, AS BRITAIN AND ALL MEMBER STATES OF THE U.N. NOT TO ACCEPT A UNILATERAL DECLARATION OF INDEPENDENCE BY THE RHODESIAN GOVERNMENT. THE MOTION ALSO ASKED BRITAIN TO TAKE STEPS TO HOLD A CONFERENCE OF ALL POLITICAL PARTIES IN RHODESIA TO MAKE NEW CONSTITUTIONAL ARRANGEMENTS ACCEPTABLE TO THE MAJORITY OF RHODESIAN PEOPLE SO THAT AN EARLY DATE MIGHT BE SET FOR INDEPENDENCE.
