    THE QUESTION OF RHODESIAN INDEPENDENCE AND ITS POSSIBLE EFFECTS ON ITS ECONOMY; IN WHICH THE TOBACCO INDUSTRY PLAYS A MOST IMPORTANT PART: IT WAS ANNOUNCED IN LONDON THIS WEEK THAT THE BRITISH COMMONWEALTH SECRETARY, MR.BOTTOMLEY.AND THE LORD CHANCELLOR, LORD GARDINER, WILL GO TO RHODESIA LATER THIS MONTH FOR DISCUSSIONS WITH MR.SMITH'S GOVERNMENT, AND TO CANVAS A WIDE RANGE OF OPINION ON THE PATH AND PROGRESS TOWARDS INDEPENDENCE.AT THE END OF JANUARY, THE RHODESIAN GOVERNMENT ANNOUNCED THAT PARLIAMENT WAS BEING RECALLED A WEEK EARLIER THAN PLANNED - ON FEBRUARY 16TH -TO DEAL WITH 'MATTERS OF AN URGENT NATURE'.THE STATEMENT GAVE NO INDICATION OF THE BUSINESS IN QUESTION, BUT THE MAJOR ISSUE FACING THE RHODESIAN GOVERNMENT IS UNDOUBTEDLY INDEPENDENCE, TO WHICH THE RULING RHODESIAN FRONT IS COMMITTED BY ELECTRICAL PROMISE.

    OVER THE PAST MONTHS, THE QUESTION OF A UNILATERAL DECLARATION OF INDEPENDENCE (UDI) HAS BEEN WIDELY DISCUSSED IN RHODESIA.THERE HAVE ALSO BEEN REPORTS THAT SOUTH AFRICAN CONSTITUTIONAL EXPERTS HAVE BEEN ADVISING THE RHODESIAN GOVERNMENT ON POSSIBLE WAYS IN WHICH THE CONSTITUTION COULD BE AMENDED TO PROVIDE FOR A UNILATERAL DECLARATION OF INDEPENDENCE.THERE SEEMS LITTLE DOUBT THAT WHEN PARLIAMENT MEETS IN SALISBURY NEXT WEEK, THE OPPOSITION RHODESIAN PARTY WILL FORCE A DEBATE ON THE ISSUE, AND GIVE A WARNING AGAINST ANY SUCH DECISION.

    WHAT EFFECT WOULD SUCH A DECLARATION HAVE ON THE ECONOMY, AND IN PARTICULAR THE TOBACCO INDUSTRY? IT'S BEEN SUGGESTED IN SOME QUARTERS THAT IF THE RHODESIAN GOVERNMENT TOOK THE PLUNGE WITH A UNILATERAL DECLARATION OF INDEPENDENCE, BRITAIN WOULD IMPOSE A BAN ON THE IMPORT OF ALL RHODESIAN TOBACCO.SUCH A BAN WOULD HAVE A CRIPPLING EFFECT ON THE INDUSTRY, FOR BRITAIN IS ITS BEST CUSTOMER, TAKING OVER GBP20-MILLION WORTH EVERY YEAR.THE POSSIBILITY OF SUCH A BAN HAS BEEN FIRMLY DENIED BY THE BRITISH GOVERNMENT (BOARD OF TRADE) AND THE BRITISH TOBACCO MANUFACTURERS.

    A RECENT FOUR PAGE MEMORANDUM PRODUCED BY THE RHODESIAN TOBACCO ASSOCIATION, WHICH REPRESENTS ABOUT 3,000 FARMERS, SAID QUITE CATEGORICALLY THAT A UNILATERAL INDEPENDENCE DECLARATION COULD BE DISASTROUS.THE MEMORANDUM WAS SENT TO ALL THE COUNTRY'S TOBACCO FARMERS WHO ARE REGARDED AS THE BACKBONE OF MR.SMITH'S RHODESIAN FRONT GOVERNMENT.

    IT POINTS OUT THAT IF RHODESIA LOST THE 1 1/2 SHILLING COMMONWEALTH PREFERENCE ON TOBACCO, AND IF COMMONWEALTH, SCANDINAVIAN AND AFRO-ASIAN COUNTRIES WENT FURTHER AND IMPOSED EMBARGOES, THE INDUSTRY'S OUTLOOK WOULD BE VERY BLEAK.WITH ITS MAJOR MARKETS GONE, IT WOULD BE LEFT WITH CUSTOMERS WHO COULD ONLY PAY LOW PRICES FOR ABOUT HALF ITS CROP, AND WITH NO SHORT TERM PROSPECTS OF SELLING THE REMAINDER.

    ON THE OTHER HAND SOME RHODESIAN FARMERS ARE SAYING THAT IF BRITAIN REFUSED TO TAKE THEIR TOBACCO, SHE WOULD ALSO BE THE LOSER.BRITAIN WOULD BE FORCED TO BUY AMERICAN - AND THAT MEANS USING UP VITAL DOLLAR BALANCES.FURTHERMORE THEY SAY THIS WOULD CREATE A MONOPOLY POSITION FOR AMERICAN SUPPLIERS WHO WOULD NOT BE SLOW IN PUTTING UP PRICES.MOREOVER THEY THINK THERE ARE GOOD PROSPECTS OF DEVELOPING OTHER MARKETS IN WESTERN EUROPE AND JAPAN.ALL THESE POINTS WERE PUT BY MR.HOLLAND, A YOUNG RHODESIAN GROWER, IN THIS INTERVIEW.

    TAX ON TOBACCO AND CIGARETTES IS A MAJOR SOURCE OF REVENUE FOR THE BRITISH GOVERNMENT WHICH LAST YEAR COLLECTED GBP893-MILLION IN DUTY FROM THE MANUFACTURERS, WHO HAVE IN TURN PASSED IT ON TO CONSUMERS.WHILE RHODESIA IS A MAIN SUPPLIER, NO CIGARETTE MADE IN THE FACTORY SHOWN IN THIS FILM IS MADE FROM 100 PER CENT RHODESIAN LEAF.RHODESIA SUPPLIES ABOUT ONE QUARTER OF ALL TOBACCO IMPORTED INTO THE U.K.

    RHODESIA EXPORTS TOBACCO TO MORE THAN 800 COUNTRIES, AND AT THE MOMENT IS MAKING A DETERMINED EFFORT TO INCREASE EXPORTS TO EAST EUROPEAN COUNTRIES AND THE SOVIET UNION.DURING THE LAST SEASON TOBACCO EARNED FARMERS GBP35-MILLION IN FOREIGN EXCHANGE.ITS IMPORTANCE TO THE RHODESIAN ECONOMY IS ALSO UNDERLINED BY THE SIZE OF ITS LABOUR FORCE - 130,000.

    SWITZERLAND WAS THE MAIN IMPORTER OF RHODESIA'S BURLEY TOBACCO DURING THE YEAR, WITH WEST GERMANY AND MOZAMBIQUE OTHER IMPORTANT CUSTOMERS.THE LIGHT, FLUFFY BURLEY LEAF IS USED MAINLY FOR BLENDING WITH OTHER TYPES OF LEAF.THE UNITED STATES WAS THE MAIN IMPORTER OF RHODESIAN TURKISH TOBACCO, WITH BRITAIN IN SECOND, CANADA IN THIRD, AND AUSTRALIA IN FOURTH PLACES.

    (COMMONWEALTH PREFERENCE AND RHODESIAN TOBACCO: WHEN BRITISH MANUFACTURERS DRAW THEIR RAW TOBACCO FROM BOND, THEY PAY APPROXIMATELY 1 1/2 SHILLINGS LESS FOR COMMONWEALTH TOBACCOS THAN THEY PAY FOR LEAF GROWN IN NON-COMMONWEALTH COUNTRIES.IN PRACTICE THIS REDUCTION IS SHARED IN VARYING PROPORTIONS BY THE MANUFACTURERS THEMSELVES, THE SHIPPERS AND THE FARMERS.
