    Background: The Summer home of the State Governor of Sao Pablo, Brazil, was the June 11 meeting place of Mr. Adlai Stevenson, chief United States delegate to the United Nations, is touring the 10 capitals of South America as President Kennedy's special representative.

    One of the main concerns of President Kennedy's administration is to strengthen resistance by Latin-American governments to attempts by agents of Prime Minister Fidel Castro of Cuba to spread subversion.

    An outburst of unrest in the depressed North East area of Brazil coincided with the visit and the army was sent to the port of Recife to curb local demonstrations. Students were protesting against a ban on a meeting which was to have been addressed by the mother of a Cuban minister.

    As Mr. Stevenson left for the next stop on his tour, Asuncion, Paraguay, he told newsmen that President Quadros was "acutely conscious" of the threat of Communism in the hemisphere.
