    CANADIAN PRIME MINISTER LESTER PEARSON TODAY (MONDAY) CALLED FOR BRITAIN'S INCLUSION IN THE EVOLUTION OF A NEW EUROPE AND OBLIQUELY CRITICISED FRANCE FOR OPPOSING THIS.

    MR. PEARSON SAID THAT IT WAS SHORT-SIGHTED AND WRONG FOR ANY EUROPEAN COUNTRY TO OPPOSE OR PUT UNNECESSARY OBSTACLES IN THE WAY OF BRITAIN PLAYING A FULL AND CONSTRUCTIVE PART IN EUROPE.

    MR. PEARSON WAS SPEAKING IN LONDON'S HISTORIC GUILDHALL, AFTER CEREMONIES AWARDING HIM THE FREEDOM OF THE CITY.

    THE CANADIAN LEADER TOOK ISSUE WITH FRANCE'S ATTITUDE TO THE NORTH ATLANTIC TREATY ORGANISATION (NATO). THE ATLANTIC PACT WAS A POST-WAR DREAM OF A COMMUNITY OF INTERDEPENDENT STATES WILLING TO POOL THEIR SOVEREIGNTY IN THE INTERESTS OF THEIR SECURITY AND PROGRESS, HE SAID.

    FRANCE, HE ADDED, HAD IN DUE COURSE REPUDIATED THE WHOLE IDEA OF COLLECTIVE SECURITY AND HAD FALLEN BACK ON THE OLD AND DISCREDITED DOCTRINE OF NATIONAL DEFENCE BY NATIONAL ACTION, CO-ORDINATED IN A MILITARY ALLIANCE BUT WITH NATIONAL SOVEREIGNTY UNIMPAIRED.

    BUT MR. PEARSON, WHO TONIGHT DENIED REPORTS THAT HE WAS ABOUT TO RESIGN, BEGAN HIS SPEECH BY THANKING THOSE PRESENT FOR THE HONOUR DONE HIM:
