Spain's new Prime Minister, replacing the assassinated Admiral ???uis Carrero Blanco, is to be a stern advocate of law and order -- 65-year-old Senor Carlos Aries Wavarro, a conservative who served as Public Prosecutor of General Franco's enemies during and after the Spanish Civil War.
