Background: The Central African Republic's Head of State, General Andre Kolingba, arrived in the Sudanese capital, Khartoum, on April 4 for a three-day visit. He was welcomed at Khartoum airport by President Jaafar Mohamed Nimeiri, and the two leaders inspected a Sudanese Guard of Honour. General Kolingba came to power in the Central African Republic, one of Sudan's neighbours, in September, 1981. after obtaining the resignation of President David Dacko. Dacko had gained the presidency two years before, when, with French help, the self-proclaimed Emperor Jean-Bedel Bokassa had been toppled. Sudan has been undergoing a period of unrest, with several rebel incidents on March 16, when an aircraft dropped bombs on Khartoum's sister city Omdurman. Nimeiri blamed the Libyan leader Colonel Gaddafi for the attack.
