    WITHIN HOURS OF HIS ARRIVAL, LORD SHEPHERD WAS HAVING AN INFORMAL DISCUSSION WITH THE NIGERIAN COMMISSIONER FOR EXTERNAL AFFAIRS, DR. OKOI ARIKPO. THEY MET AT THE HOME OF THE BRITISH HIGH COMMISSIONER, SIR DAVID HUNT, WHO HAD MET LORD SHEPHERD AT LAGOS AIRPORT EARLIER IN THE DAY. TOMORROW (FRIDAY) LORD SHEPHERD WILL HAVE FORMAL TALKS WITH THE NIGERIAN HEAD OF STATE, MAJOR-GENERAL GOWON. THE BRITISH MINISTER HAS BROUGHT TO LAGOS A REPLY FROM BRITISH PRIME MINISTER, HAROLD WILSON, TO A NOTE SENT TO BRITAIN EARLIER THIS MONTH BY GENERAL GOWON.

    THE QUESTION OF BRITISH ARMS SUPPLIES TO THE LAGOS GOVERNMENT SEEMS CERTAIN TO BE RAISED DURING THE THREE DAYS OF TALKS. IT IS THOUGHT, HOWEVER, THAT LORD SHEPHERD HAS NOT BROUGHT ANY ULTIMATUM ABOUT A POSSIBLE HALT TO THE SUPPLIES AND THAT BRITISH POLICY REMAINS UNALTERED.
