    The Eighth Congress of the World Federation of Twinned Towns opened in the Senegalese capital, Dakar, on Wednesday (26 December). It is the first time the Congress has been held in Africa.

    The there of the Congress, which is being attended by about 1500 delegates, is "a world of peace for mankind".

    The delegates are from five continents. They were greeted by the Senegalese President Leopold Senghor and the President of the National Assembly, Mr. Amadou Cisse Dia.

    In his opening statement, President Senghor said the Congress underlined the century-old ties between Europe and Africa. He welcomed "Europeans, Arabs and Jews" alike.

    President Senghor said cooperation between towns rather than economic control could lead to wider regional and local development in Africa.

    The Congresses of Twinned Towns continues until Saturday (29 December).
