THE VIET CONG HAD MOVED INTO THE AREA AFTER SLIPPING THROUGH THE "RING OF STEEL" DEFENCE BARRIER PUT UP BY THE SOUTH VIETNAMESE AND AMERICANS AROUND THE CAPITAL TO HALT ANY MASS INVASION.
