    DELEGATES OF THE INTERNATIONAL CONFEDERATION OF FREE TRADE UNIONS - ICFTU - FROM THE SIX COMMON MARKET COUNTRIES AND BRITAIN BEGAN A THREE-DAY CONFERENCE IN BRUSSELS, JAN 10, ON THE FUTURE DEVELOPMENT OF THE EUROPEAN ECONOMIC COMMUNITY.

    M. MARJOLIN OF FRANCE SPOKE IN SUPPORT OF FRENCH PROPOSALS FOR A DRAFT TREATY SETTING UP A POLITICAL SUPERSTRUCTURE FOR THE COMMUNITY. THESE PROPOSALS WERE DISCUSSED BY THE FOREIGN MINISTERS OF THE SIX LAST DECEMBER. M. MARJOLIN THOUGHT EUROPEAN INTEGRATION WOULD BE HELPED ALONG BY POLITICAL ORGANISATION.

    BELGIAN FOREIGN MINISTER AND DEPUTY PREMIER PAUL-HENRI SPAAK - WHO HAD DECLARED HIS WILLINGNESS TO ADDRESS THE CONFERENCE ON THE PRESENT PROBLEMS POSED BY EUROPEAN CO-OPERATION - DOUBTED IF IT WAS POSSIBLE TO ASSOCIATE NEUTRAL COUNTRIES IN EUROPE WITH THE SIX. HE SAID THE TREATY OF ROME WITH ITS POLITICAL IMPLICATIONS MADE IT DIFFICULT FOR AUSTRIA, SWEDEN AND SWITZERLAND TO LINK UP WITH THE COMMON MARKET. GREECE WAS ASSOCIATED WITH THE SIX, BUT SHE HAD ACCEPTED THE POLITICAL IMPLICATIONS.

    M. SPAAK WENT ON TO SAY HIS FEELINGS ABOUT THE FRENCH PLAN WERE VARIED, SOMETIMES HE FELT IT WAS A GOOD IDEA, THEN AGAIN HE FELT IT WAS NOT. IN HIS OPINION, THE EUROPE OF TOMORROW WOULD HAVE A SUPRANATIONAL STRUCTURE.

    PROFESSOR HALLSTEIN OF WEST GERMANY, PRESIDENT OF THE COMMON MARKET COMMISSION, WHO WAS TO HAVE WELCOMED THE DELEGATES, COULD NOT ATTEND THE CONFERENCE DUE TO ILL-HEALTH.
