    THE FRENCH ARMY YESTERDAY (SATURDAY) ENDED ITS FIRST "ATOMIC" MANOEUVRES, INAUGURATING ITS INDEPENDENT NUCLEAR STRIKE FORCE. PRESIDENT DE GAULLE, WEARING HIS GENERAL'S UNIFORM, REVIEWED A BIG MARCH-PAST OF THE 22,000 TROOPS INVOLVED.

    DESCRIBED AS CHIEFLY AN EXERCISE FOR HEADQUARTERS COMMAND, THE MANOEUVRES HAD BEEN HIGHLIGHTED BY A SIMULATED ATOMIC ATTACK ON INVADING "ENEMY" FORCES. TERRITORY OCCUPIED BY THE INVADERS WAS SEALED OFF BY SEVEN "ATOMIC BOMBS" SUPPOSED TO BE OF FIVE TO SEVEN KILOTONS; THE TYPE OF TACTICAL NUCLEAR WEAPONS POSSESSED BY AMERICAN NATO DIVISIONS.

    PRESIDENT DE GAULLE TOLD HIS COMMANDERS THAT FUTURE MANOEUVRES "WOULD BE VERY DIFFERENT FROM THESE". HE DESCRIBED THE EXERCISE AS ONLY THE BEGINNING OF NUCLEAR TACTICS. FRANCE HERSELF IS SAID TO BE MANUFACTURING ATOM BOMBS OF ABOUT 60 KILOTONS -- FOUR TIMES AS POWERFUL AS THE HIROSHIMA BOMB.

    CORRESPONDENTS SAID THE PRESIDENT'S PRESENCE AT THE EXERCISE UNDERLINED FRANCE'S POLICY OF ASSUMING THE GREATEST POSSIBLE RESPONSIBILITY FOR HER OWN DEFENSE. THIS WAS THE VIEWPOINT PUT TO PRESIDENT KENNEDY BY THE FRENCH FOREIGN MINISTER, M. COUVE DE MURVILLE, WHEN THEY MET IN WASHINGTON LAST WEEK.
