Background: The Israeli Ambassador to Uganda, Mr. David Laor, left Entebbe Airport on Saturday (April 8), the last Israeli official to leave Uganda following the expulsion order by President Amin on March 30. The order closed the Israeli Embassy and gave the officials ten days to leave the country. All other israeli nationals were also ordered out of Uganda.

Mr. Laor told reporters at the airport that Uganda's accusations that Israelis had been engaging in subversive activities against President Amin's government were without foundation. It was the Ambassador's first public statement since General Amin ordered the Embassy shut down.

The breaking of relations with Israel occurs as Uganda strengthens ties with the Soviet Union. As Ambassador Laor left Entebbe, a two-man Russian Cultural delegation arrived in the capital, Kampala, to sign a protocol extending their cultural co-operation agreement for another twelve months. The protocol provides for exchanges of students, lecturers, stage performers an sportsmen.

Uganda foreign Minister Mr. Wanume Kibedi and Mr. Valentin Kmenev--deputy head of the Soviet Foreign Ministry's Cultural Department--signed the protocol at a ceremony in the Parliament Building, Kampala.

SYNOPSIS: In Uganda, Saturday was departure day for the last Israelis in the country: among them the Israeli Ambassador--Mr. David Laor. The Israelis were ordered to leave Uganda by President Idi Amin, who late last month shut down their Embassy and gave the diplomats ten days to get out. Seven-hundred other Israelis--working on projects in Uganda--were also told to leave.

Uganda accused the Israelis of subversive activities against President Amin's government. Ambassador Laor told reporters the charges were without foundation, and said he was sorry to leave Uganda in such circumstances.

In Kampala, the Ugandan capital, a two-man delegation from the Soviet Union was meanwhile arriving to sign a new cultural agreement. The protocol extends for another twelve months an earlier cultural co-operation agreement between Uganda and the Soviet Union.

Uganda's Foreign Minister--Mr. Wanume Kibedi--welcomed the Soviet delegates to the Parliament Building where the signing was to take place. Under the treaty, Ugandan students, journalists, dancers and boxers will go to the Soviet Union--and Russian doctors, lecturers, sportsmen and stage performers will visit Uganda.

Mr. Kibedi signed for Uganda--and, for the Soviet Union, Mr. Valentin Kamenev, deputy head of the Soviet Foreign Ministry's Cultural Department.

Costs of the exchanges will be shared. Senior Uganda officials and the entire staff of the Soviet charge d'Affaires witnessed the signing.
