    A four-nation delegation has described the conditions under which Moslems live in the Southern Phillipines as "backward".

    The delegation, which had been on a fact-finding mission, consisted of the Libyan Foreign Minister, Abdel-Ati Al-Abeidi, the Somali Foreign Minister, Omar Arteh Ghalib, the Saudi Arabian Foreign Minister, Omar Al-Sakkaf and the Senegal Ambassador, Mustapha Cisse. All are Moslems.

    The Libyan Foreign Minister, who'd described the Moslems living conditions as "backward" after completion of the party's tour, added that the Moslems needed " a great boost and assurance of similar treatment to that given to their Christian compatriots."
    A Filipino government spokesman said that the delegation had submitted "constructive recommendations" during a meeting with President Marcos. He also said the visit had put the Phillipines' relationship with Moslem countries on a more stable basis.
