    IN BANGKOK YESTERDAY (MONDAY), MALAYSIA AND THE PHILIPPINES OPENED TALKS ON THE FILIPINO CLAIM TO THE EAST MALAYSIAN STATE OF SABAH BY STATING BASIC POSITIONS WHICH APPEARED TO BE FAR APART.

    THE TWO-HOUR TALKS BEGAN AT THE PITSANULOKE GUEST HOUSE, MADE AVAILABLE BY THAI OFFICIALS.

    THE PHILIPPINES CLAIM TO SABAH -- A PART OF EAST MALAYSIA SINCE 1963 -- HAS SOURED OTHERWISE FRIENDLY RELATIONS BETWEEN THE TWO COUNTRIES.

    THE FIRST SESSION WAS DESCRIBED AS CORDIAL, BUT AFTER OPENING STATEMENTS WHICH REVEALED THE DIFFERENCES BETWEEN THE TWO NATIONS, ONLY PROCEDURAL MATTERS WERE SETTLED BEFORE ADJOURNMENT.

    THE PHILIPPINES DELEGATION LEADER, MR. GAUTTIER BISNAR, MADE CLEAR HIS COUNTRY'S DESIRE THAT THE FILIPINO CLAIM TO THE RICH BORNEO STATE SHOULD BE SUBMITTED TO THE INTERNATIONAL COURT OF JUSTICE FOR SETTLEMENT.

    THE PHILIPPINES DELEGATION HAS SAID THEIR HISTORICAL CLAIM IS SET OUT IN TWO PREVIOUSLY PUBLISHED IN 1963 AND 1967.

    MALAYSIA'S TAN SRI GHAZALI SHAFIE, PERMANENT SECRETARY OF THE FOREIGN MINISTRY, EMPHASISED KUALA LUMPUR'S VIEW THAT THE FIRST POINT TO BE CONSIDERED WAS THE WISHES OF SABAH'S 550,000 PEOPLE. AND MALAYSIA SAYS THEY HAVE ALREADY MADE CLEAR THEY WANT TO BE PART OF THE FEDERATION.

    THERE HAVE BEEN HINTS THAT MALAYSIA WOULD BE READY TO ALLOW THE SABAHANS TO RESTATE THEIR POSITION DURING A GENERAL ELECTION NEXT YEAR.

    BOTH MALAYSIAN PRIME MINISTER TUNKU ABDUL RAHMAN AND PRESIDENT FERDINAND MARCOS HAVE SAID THEY ARE WILLING TO HOLD SUMMIT TALKS LATER IF THE FIRST EXCHANGES LEAD TO A DEADLOCK.

    MEANWHILE, THE FILIPINOS CLAIM THAT THE TUNKU HAD ONCE AGREED WITH PRESIDENT DIOSDADO MACAPAGAL THAT THE SABAH CLAIM COULD GO TO THE WORLD COURT, THOUGH THE MALAYSIANS HAVE DENIED THIS.
