MEANWHILE THE COUNTRY'S MONEY MARKETS REOPENED UNDER THE GOVERNMENT'S DECISION TO ALLOW A FLOATING MARK.

    WHILE WEST GERMAN NEWSPAPERS ANNOUNCED FOREIGN MINISTER WILLI BRANDT'S BID FOR THE CHANCELLORSHIP, THE SOCIAL DEMOCRAT LEADER WAS ATTENDING A PARTY MEETING WITH OTHER LEADING SOCIAL DEMOCRATS, INCLUDING PROFESSOR KARL SCHILLER, THE ECONOMICS MINISTER.

    HERR BRANDT HAD ALREADY TOLD FEDERAL PRESIDENT GUSTAV HEINEMANN OF HIS INTENTION TO SEEK THE CHANCELLORSHIP AS LEADER OF A NEW COALITION WITH THE FREE DEMOCRATS.

    THE FREE DEMOCRATS, WHO LOST 19 SEATS IN THE ELECTION BUT STILL HOLD THE BALANCE OF POWER WITH 30 SEATS, DECIDED AT A PARTY MEETING TO OPEN NEGOTIATIONS WITH THE SOCIAL DEMOCRATS. AT THE MEETING WAS THE FREE DEMOCRATS' LEADER, HERR WALTER SCHEEL.

    MEANWHILE, WEST GERMAN EXCHANGE MARKETS, CLOSED BY GOVERNMENT DECREE, OPENED AGAIN FOLLOWING THE GOVERNMENT'S DECISION TO LET THE MARK FLOAT TO ITS OWN LEVEL. THE FLOATING MARK WAS INTRODUCED TO DISCOURAGE SPECULATION ON THE POSSIBILITY OF A REVALUATION.

    RESULTS OF THE DAY'S TRADING SHOWED THE MARK FOUR PER CENT UP ON ITS PREVIOUS PARITY, AND THE POSSIBILITY OF A FURTHER RISE WAS NOT DISCOUNTED.
