    IN WESTERN NIGERIA, MORE THAN 40 PEOPLE WERE BEING HELD BY POLICE TODAY (TUESDAY) FOLLOWING DISTURBANCES DURING POLLING IN THE REGIONAL ELECTIONS. IBADAN, THE CAPITAL, WAS TENSE WITH ARMED POLICE AND TROOPS OUT IN FORCE.

    SOME OF THOSE IN DETENTION WERE SAID TO HAVE COMMITTED ELECTION OFFENSES -- LIKE HAVING SEVERAL BALLOT PAPERS. ONE MAN WAS FOUND WITH 400. OTHERS WERE BEING HELD AFTER VIOLENT DEMONSTRATORS.

    TEAR GAS WAS USED LAST NIGHT TO BREAK UP A CROWD OF DEMONSTRATING VOTERS WHO HAD WAITED AT POLLING STATIONS HOURS FOR ELECTORAL OFFICERS TO ARRIVE. THERE WAS ANGER AT OTHERS BECAUSE OF DELAYS CAUSED THROUGH THE ABSENCE OF BALLOT BOXES AND PAPERS.

    VOTERS HAVE VENT TO THEIR FEELINGS BY ATTACKING HOUSES OF POLITICIANS, BEATING UP PEOPLE INSIDE AND SMASHING WINDOWS. ONE HOUSE WAS SET ON FIRE. SEVERAL PEOPLE WERE RUSHED TO HOSPITAL, A NUMBER OF THEM CRITICALLY INJURED. IN IBADAN, THE CAR OF A MEMBER OF THE RULING PARTY WAS SET ON FIRE IN THE STREET.

    EXTRA SECURITY MEASURES HAD TO BE IMPOSED AFTER AN OFFICER OF THE ELECTORAL COMMISSION HAD BEEN KILLED AND TWO OTHERS WOUNDED IN IBADAN ON SUNDAY.

    ELSEWHERE VOTING WENT SMOOTHLY, UNDER THE EYE OF THE SECURITY FORCES. POLLING IS TO ELECT A NEW REGIONAL GOVERNMENT FOR A FIVE-YEAR TERM.
