    About 30 delegates from eight African countries have gathered in Kenya for a six day meeting of the African Regional Commonwealth Parliamentary Association.

    SYNOPSIS: They's meeting at Parliament building in Kenya's capital, Nairobi. One of the first delegates to arrive was the country's vice-President, Mr. Daniel Moi. He later told the conference Africa would like to see European countries bring pressure to bear on South African over its apartheid policy. He said there was no point in other countries making lofty statements about democracy, and criticising African countries for failing to follow, if they continued to support South Africa morally and financially.

    The meeting began on Monday and during that day, the parliamentarians considered whether parliamentary democracy could survive in developing countries. Some delegates said it had been affected in Africa by numerous coups d'etat. One said that in the final analysis, the true defenders of democracy were an enlightened citizenry, who are able to exercise their fundamental right to control government activity.

    Delegates said that, without a two-way flow of ideas, parliament and government would become isolated from the people. Some said government activity must be directed towards the elimination of poverty, ignorance and disease. They said that, otherwise, parliamentary democracy could degenerate into a sham, even with free elections. The representatives are also to visit several Kenyan industries and part of the conference itinerary.
