    NEXT FRIDAY (JUNE 20) A LARGELY-WHITE ELECTORATE WILL GO TO THE POLLS IN RHODESIA TO VOTE IN THE NATIONAL REFERENDUM TO DECIDE ON THE CONSTITUTIONAL REFORMS PROPOSED BY MR IAN SMITH'S GOVERNMENT AND TO STATE WHETHER RHODESIA SHOULD BECOME A REPUBLIC OR NOT. BOTH MR SMITH'S RHODESIAN FRONT PARTY AND THE OPPOSITION CENTRE PARTY HAVE, IN THE LAST WEEK, INTENSIFIED THEIR ELECTORAL CAMPAIGN. AMONG THOSE WHO OPPOSE BOTH APARTHEID AND THE CONSTITUTIONAL REFORMS, IS THE ANGLICAN BISHOP OF MASHONALAND, THE REVEREND PAUL BURROUGH, WHO WAS INTERVIEWED IN SALISBURY ON SUNDAY (JUNE 15).

    THE NEW PROPOSED CONSTITUTION, PUBLISHED ON MAY 21ST IN A GOVERNMENT WHITE PAPER, INCLUDES PROPOSALS PROVIDING FOR A SEPARATE VOTERS' ROLL FOR AFRICAN AND NON-AFRICANS; A 23-MEMBER MULTI-RACIAL SENATE; AND A HOUSE OF ASSEMBLY -- INITIALLY MADE UP OF 50 WHITE AND 16 AFRICAN MEMBERS. WITH THESE AND OTHER PROVISIONS, IT WOULD CREATE A FORM OF TOTAL POLITICAL SEPARATION BETWEEN THE 4,280,000 AFRICANS AND THE 225,000 EUROPEANS IN RHODESIA.

    WHILE THE SMITH GOVERNMENT MAINTAINS THAT THE NEW CONSTITUTION WILL GIVE THE AFRICANS GREATER EQUALITY -- ITS OPPONENTS FEAR THAT IT WILL BRING INTO EFFECT EVEN STRONGER APARTHEID MEASURES.

    DURING THIS WEEKEND'S ELECTIONEERING, BOTH CAMPAIGN HEADQUARTERS WORKED AT FULL STEAM. AT THE GOVERNMENT'S RHODESIAN FRONT PARTY, VOLUNTEERS WERE VISITED BY MR. DE KOCK, THE FRONT'S ORGANISING SECRETARY, AND BY MINISTER OF INFORMATION AND IMMIGRATION VAN DER BYL.

    AMONG THOSE WHO ARE PUTTING-IN LONG HOURS TO CAMPAIGN AGAINST THE REFORMS AT THE CENTRE PARTY HEADQUARTERS WAS PARTY CHAIRMAN SIR RICHARD SULLIVAN.

    ANOTHER LONG-TIME CRITIC OF THE SMITH REGIME AND APARTHEID IS THE REVEREND PAUL BURROUGH, BISHOP OF MASHONALAND -- HE WAS INTERVIEWED ON SUNDAY, AT THE HEIGHT OF THE CAMPAIGN:
