    SINCE HIS FIRST VISIT THERE HAVE BEEN SIX ATTACKS BY ARMED SOMALIS ON POLICE AND ARMY POSTS IN KENYA'S NORTH-EASTERN REGION, ONE OF THE AREAS INHABITED BY SOMALIS WHICH THE SOMALI GOVERNMENT IN ITS CONSTITUTION HAS COMMITTED ITSELF TO TAKE OUT BY PEACEFUL MEANS.

    AT A PRESS CONFERENCE YESTERDAY (FRIDAY) IN NAIROBI AFTER HE HAD MET MR KENYATTA AND OTHER MINISTERS, MR ISSA SAID HIS GOVERNMENT DENIED ANY KNOWLEDGE OF THE ATTACKS ON KENYA POLICE POSTS AND SAID THERE WAS NO TRUTH IN ALLEGATIONS THAT COMMANDO UNITS OF KENYAN SOMALIS HAD BEEN TRAINED AND ARMED IN SOMALI.

    HE SUGGESTED THERE WAS "SOMETHING STRANGE" ABOUT THE FACT THAT NOBODY WAS KILLED IN THE ATTACKS.HE THOUGH A POSSIBLE EXPLANATION WAS THAT SOME "THIRD PARTY" HAD FRAMED THE SITUATION HE WOULD NOT SAY WHOM HE MEANT.
