    A PARTIAL NUCLEAR TEST BAN SOON - THAT WAS THE HOPE EXPRESSED BY MR.KHRUSHCHEV, THE SOVIET PRIME MINISTER IN A MAJOR SPEECH IN MOSCOW TODAY (FRIDAY).THE SOVIET LEADER WAS ADDRESSING A "FRIENDSHIP MEETING" IN THE KREMLIN FOR MR.JANOS KADAR, THE HUNGARIAN PRIME MINISTER, WHO IS VISITING RUSSIA.

    MR.KHRUSHCHEV'S SPEECH WAS MADE AGAINST THE BACKGROUND OF THE TEST BAN TALKS IN MOSCOW BETWEEN RUSSIA, AMERICA AND BRITAIN, AND THE RUSSIA-CHINA IDEOLOGICAL DISCUSSIONS.HE TOLD AN ENTHUSIASTIC AUDIENCE THAT HE WAS NOT ONLY HOPEFUL OF CONCLUDING A TEST BAN TREATY BUT HE ALSO OFFERED TO HAVE FOREIGN INSPECTORS ON RUSSIAN TERRITORY; HE SUGGESTED THAT NATO AND WARSAW PACT INSPECTORS SHOULD BE EXCHANGED IN GERMANY; AND HE MADE AN ATTACK ON THE CHINESE PEOPLE'S REPUBLIC - WITHOUT ACTUALLY NAMING THEM.

    THE SPEECH WAS MADE A FEW HOURS AFTER THE PEKING PEOPLE'S DAILY NEWSPAPER HAD WARNED HIM AGAINST SIGNING A TREATY WITH THE WEST TO BAN NUCLEAR TESTS.HE DEPARTED FROM HIS NOTES FRO 15 MINUTES TO MAKE HIS INDIRECT ATTACK ON CHINA.SPEAKING OF "SOME COMRADES", AND "NUCLEAR FANATICS", WHO WERE TRYING TO OVERTHROW THE PRESENT RUSSIAN LEADERS, HE SAID SOCIALISM NEEDED PEACE AND NOT WAR TO SHOW ITS SUPERIORITY OVER CAPITALISM.MR.KHRUSHCHEV ASKED: "DID THESE FANATICS KNOW THAT IF ALL NUCLEAR MEANS WERE USED, THOSE WHO SURVIVED WOULD PERHAPS ENVY THE DEAD?"
    ON A TEST BAN TREATY, MR.KHRUSHCHEV SAID A RATHER CLEAR PICTURE WAS NOW TAKING SHAPE ON A PARTIAL BAN, THOUGH EVIDENTLY IT WOULDN'T BE POSSIBLE TO REACH AGREEMENT ON UNDERGROUND TESTS.ON FOREIGN INSPECTORS, MR.KHRUSHCHEV WENT BEYOND AN EARLIER PROPOSAL AND SUGGESTED POSTING THEM ON SOVIET TERRITORY AND IN THE WEST AT STRATEGIC POINTS WHICH COULD BE USED FOR SUDDEN ATTACKS.SUCH A MEASURE WOULDN'T IN ITSELF GUARANTEE PEACE, SAID THE SOVIET PREMIER, BUT IT WOULD BE A STEP FORWARD.RUSSIA WAS ALSO READY, HE SAID, FOR TALKS ABOUT CUTTING DOWN FOREIGN TROOPS IN BOTH EAST AND WEST GERMANY.

    MR.KADAR, WHO WAS GREETED BY THUNDEROUS APPLAUSE, DECLARED IN HIS SPEECH THAT THE RECENT OPEN LETTER OF THE SOVIET COMMUNIST PARTY MADE IT CLEAR THAT CHINESE PARTY LEADERS HELD "ERRONEOUS AND DANGEROUS VIEWS ON FUNDAMENTAL QUESTIONS OF OUR TIME."HE ADDED THAT SOCIALISM DID NOT NEED WAR TO ACHIEVE VICTORY.MR.KADAR WENT ON: "THE CHINESE COMRADES' ATTEMPTS TO VIOLATE UNITY HAMPER THE WORLD-WIDE STRUGGLE FOR SOCIAL PROGRESS, FOR NATIONAL INDEPENDENCE AND PEACE, PLACE IN JEOPARDY THE SUCCESSES ACHIEVED IN RECENT YEARS BY THE WORLD LABOUR MOVEMENT AND THE PEOPLE THAT ARE FIGHTING FOR THEIR INDEPENDENCE.
