Background: Retiring President Dr. Leroy E. Burkley, Surgeon-General of the United States, opened the 12th World Health Assembly - the governing body of the U.N.World Health Organisation - at the U.N. European headquarters, the Palace of Nations, Geneva, May 12.
He welcomed the prominence to be given this year to health education of the public. Experience, he said, has proved that good health cannot be forced on people, but that when they are educated to the value of good health, they work to secure its benefits for themselves, their families and their communities. A major task, he said, confronting public health was the more effective application of the methods which resulted in people wanting and utilising the skill and knowledge of those in the health professions.
The Assembly is expected to last until May 30. One of the speakers at the opening, Professor B.M.Zhdanov of the Soviet Union, complained the seat of the Chinese People's Republic was illegally occupied by the National Chinese delegate Dr. C.K.Chang. India was among eight countries which condemned the exclusion of Communist China from the Organisation.
Delegations are from Australia, Czechoslovakia, France, Germany, Holland, Hong Kong, India, Italy, Japan, Malaya, New Zealand, Philippines, Poland, Spain, Sweden, USSR, and Yugoslavia.
