    Background: THE 25TH SESSION OF THE ECONOMIC COMMISSION FOR ASIA AND THE FAR EAST (ECAFE) WAS OPENED IN SINGAPORE TODAY (TUESDAY) BY PRESIDENT YUSOF ISHAK.

    ECAFE, DUBBED AS THE "ECONOMIC PARLIAMENT OF ASIA", IS THE BIGGEST INTERNATIONAL MEETING EVER HELD IN SINGAPORE.

    THE 12-DAY CONFERENCE IS BEING ATTENDED BY 400 DELEGATES AND OBSERVERS FROM 40 COUNTRIES. DELEGATES WILL DISCUSS THE REGION'S ECONOMIC ILLS, PROGRESS AND PROSPECTS.

    PRESIDENT YUSOF, IN HIS ADDRESS, SAID THE BEST WAY OF ENSURING THAT THE NEXT DECADE WAS ONE OF HOPE AND FULFILMENTS WAS FOR BOTH DEVELOPING AND DEVELOPED COUNTRIES TO EXAMINE WITH BRUTAL FRANKNESS THE CAUSES OF THEIR DISAPPOINTMENT DURING THE 1960'S.

    THE UNITED NATIONS EXECUTIVE SECRETARY U NYUN, WAS PRESENT, TOO.

    SINGAPORE'S FOREIGN MINISTER, MR. S. RAJARATHAM, WAS ELECTED CHAIRMAN OF THE CONFERENCE.

    MEANWHILE IN ITS ANNUAL REPORT, ECAFE HAS WARNED THAT ASIA CAN EXPECT LESS FOREIGN AID IN FUTURE AND SHOULD NOT RELY ON AGRICULTURAL PROGRESS AS A CURE FOR ECONOMIC PROBLEMS OF THE REGIONS.

    ITS EXPORT EARNINGS AND FOREIGN AID ARE BOTH UNLIKELY TO INCREASE IN 1969 AND THE REPORT WARNS THAT ECONOMIC POLICIES OF DEVELOPING ASIAN COUNTRIES WILL HAVE TO BE DESIGNED WITH MORE LONG TERM AIMS IN MIND.
