    THE PLIGHT OF SEVERAL THOUSAND ASIAN RESIDENTS OF UGANDA WAS HIGHLIGHTED TODAY (TUESDAY) BY THE PREDICAMENT OF 29-YEAR-OLD TEACHER DINESH BADHEKA. HE HAS BEEN STRANDED IN THE TRANSIT LOUNGE OF BRUSSELS AIRPORT SINCE BEING REFUSED ENTRY TO BRITAIN.

    LIKE MANY UGANDA ASIANS HOLDING BRITISH PASSPORTS, HE HAD HOPED TO BE ALLOWED INTO BRITAIN TO ESCAPE UGANDA'S NEW TRADE AND IMMIGRATION LAWS. UNABLE TO ENTER BRITAIN, HE IS NOW LIVING IN A KIND OF LIMBO, EATING AND SLEEPING IN BRUSSELS AIRPORT TRANSIT LOUNGE, AND NOT KNOWING HOW HE WILL LEAVE BELGIUM.

    UGANDA'S NEW LAWS ARE DESIGNED TO INCREASE AFRICAN PARTICIPATION IN TRADE. ASIAN LEADERS SAY THAT THIS WILL MEAN THAT LARGE NUMBERS OF NON-CITIZEN ASIANS WILL BE LEFT JOBLESS. ABOUT 40,000 ASIANS IN UGANDA ARE ESTIMATED TO HOLD BRITISH PASSPORTS.

    EARLIER THIS MONTH, DEMONSTRATING ASIANS BLOCKADED THE BRITISH HIGH COMMISSION IN KAMPALA. THEY WERE PROTESTING AGAINST THE DIFFICULTY IN OBTAINING VOUCHERS WHICH WOULD ENABLE THEM TO ENTER BRITAIN.
