    THE 14-NATION AFRO-MALAGASY COMMON ORGANISATION (OCAM) ENDED ITS FOURTH SUMMIT CONFERENCE IN NIAMEY, NIGER, TODAY (WEDNESDAY) AFTER THE 13 PRESIDENTS AND ONE FOREIGN MINISTER HAD DECIDED TO SET UP NATIONAL COMMITTEES IN THEIR COUNTRIES TO WORK OUT TECHNICAL DOCUMENTS FOR TALKS ON RENEWING ASSOCIATION WITH THE EUROPEAN COMMON MARKET IN JUNE. PRESIDENT HAMANI DIORI WAS RE-ELECTED TO ANOTHER ONE-YEAR TERM AS OCAM PRESIDENT.

    THE SUMMIT BEGAN YESTERDAY MORNING AFTER BEING POSTPONED FROM SATURDAY, AND THUS REDUCED FROM FOUR TO TWO DAYS. THE PRESIDENTS RELEASED A COMMUNIQUE ANNOUNCING THEIR PROPOSAL TO SET UP THE COMMITTEES. THE PRESIDENTS EXPRESSED A DESIRE FOR A NEW AGREEMENT WITH THE COMMON MARKET BETTER ADAPTED TO THE DEVELOPMENT NEEDS OF THE OCAM COUNTRIES - NIGER, CAMEROUN, CONGO-BRAZZAVILLE, CONGO-KINSHASA, CHAD, DAHOMEY, GABON, IVORY COAST, MALAGASY, RWANDA, CENTRAL AFRICAN REPUBLIC, SENEGAL, TOGO, AND UPPER VOLTA.

    OCAM IS AFRICA'S STRONGEST REGIONAL GROUPING, REPRESENTING SOME 60,000,000 FRENCH-SPEAKING PEOPLE ACROSS THE BREADTH OF AFRICA. PRESIDENT DIORI, OPENING THE CONFERENCE YESTERDAY, WARNED THAT OCAM MEMBER-STATES FACED VITAL NEGOTIATIONS NEXT MONTH IN NEW DELHI, INDIA, AT THE UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD). THESE, HE SAID, COULD DECIDE THEIR ECONOMIC GROWTH OR STAGNATION. PRESIDENT DIORI ALSO WARNED THAT THE GULF BETWEEN PRICES OF THEIR BASIC PRODUCTS AND THE COST OF IMPORTS FROM ABROAD WAS "SLOWING DOWN ALL PROGRESS AND LEADING INEVITABLY TO REGRESSION".

    THE NEXT OCAM SUMMIT WILL BE IN KINSHASA NEXT JANUARY.
