    Richard Hatcher, a Negro Democratic City Councilman, Tuesday (Nov. 7) defeated his white opponent by 1,389 votes to become the first member of his race as Mayor of Gary, Indiana. However, his narrow victory was challenged by the Republican candidate, Joseph Radigan.

    Mr. Radigan claims that in two precincts that voted overwhelmingly of Mr. Hatcher more persons voted than were registered. He said he plans to take his case to court in hopes of reversing the outcome of the election that drew 75 per cent of the registered voters to the polls.

    Mr. Hatcher's victory, by a vote of 39,330 to 37, 941, was attributed to his ability to attract more votes in white neighbourhoods than Mr. Radigan was able to get in the Negro areas. He did this without the support of the country Democratic organisations, which was backed winners in Gary for more than 20 years.

    The Indiana National Guard had been standing by in case of any trouble, but there was no need to call them out.
