    BAHJAT AL-TALHOUNI, CHIEF OF THE JORDAN ROYAL CABINET ATTENDED THE FIRST MEETING OF HIS NEW GOVERNMENT IN AMMAN ON WEDNESDAY (13 AUGUST).

    THE NEW GOVERNMENT WAS FORMED BY MR. AL-TALHOUNI ON TUESDAY - THE SAME DAY THAT KING HUSSEIN ACCEPTED THE RESIGNATION OF THE HEAD OF THE PREVIOUS GOVERNMENT, MR. ABDEL MONEIM AL-RIFAI. MR. AL-RAFAI BECOMES DEPUTY PREMIER AND FOREIGN MINSITER IN THE NEW ADMINISTRATION.

    SEVEN OTHER MEMBERS OF THE OUTGOING GOVERNMENT ARE INCLUDED IN MR. AL-TALHOUNI'S MINISTRY, WHICH HAS EIGHTEEN MEMBERS. NINE OF THE MINISTERS ARE FROM THE ISRAELI-OCCUPIED WEST BANK OF THE JORDAN.

    IT IS THOUGHT THAT ONE OF THE MAJOR GOALS OF THE NEW GOVERNMENT WILL BE THE RALLYING OF ARAB FORCES TO FACE ISRAEL. IN HIS LETTER ASKING MR. AL-TALHOUNI TO FORM A NEW GOVERNMENT, KING HUSSEIN SAID ISRAEL' REFUSAL TO COMPLY WITH THE UNITED NATIONS SECURITY COUNCIL RESOLUTION FOR A PEACEFUL SETTLEMENT 'REQUIRES THAT WE CHANGE OUR APPROACH AND APPRAISAL OF MATTERS'.

    THE KING ALSO TOLD MR. AL-TALHOUNI IN HIS LETTER THAT AFTER LIBERATION PALESTINIANS 'WILL HAVE THE RIGHT TO DETERMINE THEIR FATE'. BUT HE STRESSED THAT UNTIL THEN 'WE ARE ALL UNDER ONE ENTITY AND WILL ALLOW NO DIVISION TO FIND ITS WAY INTO OUR RANKS'.

    KING HUSSEIN'S FORTHCOMING TOUR OF A NUMBER OF A ARAB COUNTRIES TO GATHER SUPPORT FOR AN ARAB SUMMIT CONFERENCE IS SEEN AS EVIDENCE THAT HOPES OF A PEACEFUL SETTLEMENT ARE WEAKENING AND THERE IS A NEED FOR NEW PLANS TO FACE FUTURE DEVELOPMENT IN THE AREA.
