    LAZA VRACARIC, THE YUGOSLAV BUSINESSMAN AND FORMER PARTISAN LEADER ARRESTED BY THE WEST GERMAN POLICE UNDER A SEARCH ORDER OF 1941 FOR TAKING PART IN THE KILLING OF TWO GERMAN SOLDIERS IN ZAGREB 20 YEARS AGO, DURING WORLD WAR TWO GERMAN OCCUPATION OF YUGOSLAVIA, WAS GIVEN HIS PASSPORT BACK AT MUNICH, NOV. 7. HE WAS TOLD THAT ALL LEGAL PROCEEDINGS AGAINST HIM AND BEEN DROPPED.

    HE WAS RELEASED THE PREVIOUS NIGHT AFTER SPENDING FOUR DAYS IN PRISON. THIS CAME AFTER AN OFFICIAL DEMAND FROM THE YUGOSLAV GOVERNMENT. THE WEST GERMAN AUTHORITIES INSTRUCTED VRACARIC TO REPORT TO THE MUNICH LAW COURTS NOV 7 FOR THE "FURTHER INVESTIGATION OF HIS CASE". HE REFUSED TO GO, REMAINING AT HIS HOTEL. HE SAID THE STATE PROSECUTOR COULD CALL AT THE HOTEL IF HE WANTED TO SEE HIM.

    INSTEAD, A JUNIOR OFFICIAL ARRIVED AT THE HOTEL - WITH THE PASSPORT AND NEWS THAT PROCEEDINGS HAD BEEN CANCELLED. THE YUGOSLAV CONSUL-GENERAL IN MUNICH SAID NO APOLOGY HAD BEEN OFFERED BY THE PROSECUTION. LATER NOV 7, VRACARIC LEFT BY CAR FOR YUGOSLAVIA.

    THE CASE HAS CAUSED MUCH COMMENT IN NORWAY AND DENMARK, WHERE PEOPLE WERE REPORTED "SCANDALISED" THAT A MAN WHO FOUGHT WITH MARSHAL TITO'S RESISTANCE FORCES DURING WORLD WAR TWO AGAINST NAZI TYRRANY SHOULD BE ARRESTED SO MANY YEARS LATER.
