    During a speech over the Radio Monte Carlo network Jan 30, Prince Rainier, Ruler of Monaco, suspended the Principality's Constitution-dissolved the National Council (Parliament) and the Municipal Council. He accused the Parliament of trying to trying to 'blackmail' him. VISNEWS cameras toured the Principality Jan 31 filming groups of people talking in the streets... the Prince's proclamation... and the Royal 'fairy-tale' palace.

    He said that Parliament had persistently encroached on prerogatives which, from time immemorial, were those of the reigning Prince. The Prince intends to give women the vote and carry out administrative and financial reforms "...in the interest of the Principality and with my son in mind".

    Basically the dispute is over the Council's demand to control Palace expenditure.
