    Background: Rumanian President Nicolae Ceausescu has proposed an international peace conference under Untied nations' auspices to settle differences in the Middle East. President Ceausescu made his proposal on Thursday, (14 August), on the second day of a five-day official visit to Rumanian by the Egyptian foreign Minister, Pierre Boutros-Ghali. The two statesmen met at the president's lake-side retreat in Snagov, some 40 kilometres (25 miles) north of Bucharest.

    SYNOPSIS: Snagov lake-side retreat has become the scene of the latest Middle East peace initiative. Egyptian Foreign Minister Ghali came to see President Ceausescu, who has been a frequent mediator in political exchanges among Middle-East leaders. The Rumanian President played a major role in arranging Egyptian President Anwar Sadat's visit to Jerusalem in 1977. Mr. Ghali is in Rumania at the invitation of the Rumanian Foreign Minister Stefan Andrei, whom he met before his talks with President Ceausescu. Mr. Ghali said he was carrying a massage from President Sadat to the Romanian head of state, detailing the Egyptian leader's position on the stalled palestinian autonomy talks. This latest peace initiative follows a call by the European Economic Community for the Palestinian Liberation Organisation (PLO) to be associated with the peace effort.

    President Ceausescu and Mr. Ghali didn't refer specifically to the EEC proposal. But they did discuss the possibility of "all concerned parties" meeting under the United Nations auspices.
