    Mr. Malcolm Macdonald, Britain's special representative in East and Central Africa arrived in Dar-es-Salaam yesterday (Monday) for talks with President Nyerere. Although Mr. Macdonald refused to make any statement to reporters at the airport, it's assumed he will tell President Nyerere about his discussions with President Kaunda in Lusaka last week, and also raise President Nyerere's threat to break diplomatic relations with Britain unless the Rhodesian rebellion is crushed by December 15th.

    The Tanzanian Government announced yesterday that it had ordered all civil servants who are at present on leave to report for duty immediately to cope with any repercussions if the decision to break off diplomatic relations with Britain is implemented. Britons hold key posts in the Tanzanian civil service, and the President has already acknowledged that a break with Britain could affect their status.
