    Dr. Gunnar Jarring, the United Nations Middle East peace envoy, had his second round of talks with Israeli leaders in Jerusalem on Saturday (9 January).

    He is said to be flying back to New York with a list of Israeli suggestions for peace to be submitted to Egypt and Jordan.

    Those present on Saturday at the talks in Foreign Minister Abba Eban's residence included Dr. Jarring, Mr. Eban, Prime Minister Mrs. Meir, and Mr. Yoseph Tekoah, Israel's representative at the United Nations.

    Political sources in Israel said of the talks that Israel had taken the initiative, and it was now up to Cairo to put forward its ideas on a Middle East settlement.

    The five hours of talks were kept strictly secret, but Israeli leaders are said to have asked Dr. Jarring to seek Egyptian and Jordanian views on the precise nature of a future settlement.

    Official Israeli communiques called the discussions positive and constructive, but the only glimpse of substance in them was a single sentence stating: "Israel submitted to Dr. Jarring her suggestions and ideas on the establishment of peace, and for his part Dr. Jarring stated that he would transmit them to the other side."
    Israeli leaders have dismissed as propaganda Arab charge that the invitation to Dr. Jarring was part of delaying tactics in the peace talks. The Israelis consider that Dr. Jarring's meetings with Mrs. Meir have upgraded his mission.
